It shouldn't be. Tea is basically just itself, or mixed in with various herbs for flavoring (like chamomile or rose leaves). I've never heard of a tea that uses tobacco. Why do you think it might be?
If u pluck by hands u pick only wat is actual ingredients of tea but if u use hand tools u pluck unnecessary leaves which might degrade the taste of tea...

They says 'zinc and magnesium for the health of the leaves'.. pesticides are different
The sprays were not pesticides, but instead they were some elements such as zinc and magnesium for the benefit of the plant.

Not to mantion only tea for bags. This stuff is way too fine for loose leaf brewing.
Fermentation is what causes caffeine to rise, not withering.
Fermentation lowers caffeine. Black tea has less caffeine than green tea.

It would probably create a lot of work to get the water off the leaves. If it isn't all dry, then the leaves will mold.
