I was thinking the exact same thing when I was rewatching Animated. This is just my own personal theory but I'm assuming that he could have joined the Decepticons BECAUSE he was a Empurata victim. The Decepticons are know to fight for what they see as freedom from the oppressive higher castes of Cybertron. So it's very likely that many Empurata victims joined the Decepticon movement because of this promise of equal standing and rights for all Cybertronians. As for the mouth, I'm guessing that after he joined the Decepticons, Lugnut could have asked for a jaw piece to be added to his head, as with a mouth he could better preach "The glory of Lord Megatron and the rightful cause of the Decepticons!". Though I doubt he asked for any changes to the claws aside from being able to use the P.O.K.E. with them.
