I think in the context of his choppy english he thought they were not Japanese and therefore could speak english for some reason.
Sure he heard them speaking Japanese before he said "Your not Japanese!" but that is my best guess.

The blonde girl is not japanese. Shes supposed to be british or something like that. Im pretty sure the anime is about her faking being british because she actually grew up in japan and acts and talks fully like a japanese person.

For context: the blond girl is not japanese, she is from England and his name is Ana Coppola. The joke from the series is that she has been living in Japan for some years and she forgot how to speak english, so when the foreign sees her he assumes she is a foreign too and naturally she speaks english.

That even explains why the foreigner says "oh, you're not Japanese!" In the mind of a Japanese person, he would only assume that because she has blonde hair and blue eyes.

i went to japan for a month last december. literally everyone i spoke to from middle schoolers to hotel workers and...other places that i don't care to mention at least spoke a little english. No lolicon i just asked some middle schoolers for directions. they at least knew enough to comunicate, although i did try my hardest to speak nihongo at every possible moment.

@@GameyRaccoon no "but" about it. I'm not a lolicon. I really just needed to ask directions. Using US data plans in japan costs a lot of money. even with asking directions at every point possible, I still had a $400 phone bill after coming back. I do acknowldge that the girls were cute, but that is completely besides the point. I did do some...things i'm not proud of while there, but I'd never lay a hand on someone underage.

@@Quitobito do i really have to explain? fine. when i was in tokyo i met a girl in akihabara. It sounds like the most cliche thing ever but we were both at a manga store and reached for the same manga and our hands touched. We had a late lunch at a cafe together, and hung out the rest of the day. She gave me her number and for the remaining six days I was there she showed me places that were still open even during the new years. We went to hatsumode (a shinto new years ceremony) together and after the 108th bell rang she kissed me. On the last day i was in Tokyo, we went to a love hotel and...did the deed. That's what i'm not proud of, that i gave my first time to a girl I'll likely never see again.
