Waste of time and money when you have a limited budget and time to produce the anime. Anime studios are on a tight schedule and tourists generally don't have the right to earn money while in Japan if they don't have the right kind of visa. (theoretically)

America and a lot of other countries don't have any agreement like that, so immigrants have to apply for a work visa like everyone else.

You've CLEARLY never been a tourist in Japan, or anywhere you aren't already familiar with for that matter. Tourists ask for directions all the freaking time, and if they didn't need directions, they would have no business talking to you in the first place cuz THEY DON'T KNOW YOU.
