In Blender 3.1.2, the default settings are garbage and there's WAY too much motion blur, even with a value of 0.01. I had to switch the Position setting from "Center on Frame" to "Start on Frame" to get the correct result.
I haven't played with latest version motion blur yet. But Could be new changes made by blender dev team or something could be wrong.

1:45 no need for graph editor just hover your mouse over the dope sheet and hit T on you keyboard, then hit linear

I animated a sphere moving, and enabled motion blur in the render properties tab. But when I render the image, there is no motion blur effect.
not sure if this will help, but make sure you're not rendering frame 0 and are rendering a frame that actually has motion in it
@@rohithpallamreddy9612 I tried this but it didn't work either. Thanks anyway though. I suspect I just overlooked something or changed the wrong setting by mistake. Maybe if I try it in another project it will work.
@@jegaveirneynamasiado Did you try to increase the distance the sphere travels in the motion path? Longer the distance, or - shorter the time span, the object moves quicker and has more blur to it. Hope you'll make it. Cheers.
