If you train shoulders alot you add width in the upper body giving the appearance of a small waist also work your obliques, the lateral deltoid is a small muscle so it recovers faster so you should work it out 3x week for maximum gains.
tbf if you eat sugar based foods then you wont feel full the food thats actually good food makes you food cus like food from mcdonalds just makes u want moore
try cutting salt or sugar and a lot of people have narrow waist cus of there genetics but you can infact lose weight but when you do its all over ur body u cant target a specific area
