You could make your dirt in front of the window, a little bit deeper, and slide the concrete chunk into the hole in order to cause a mud free zone. Sort of a mini patio in front of the window.
What did you end up doing with the slab? i would find a local business that delivers concrete entry stairs or concrete risers for septic tanks. call them up and ask them if they might take it away for some cash. i cant imagine renting a jackhammer to break it into small pieces for removal would be a fun afternoon.

It depends on the type of window. If it’s a casement window than it might be okay, if it’s a traditional window it might be small. Your window has to have an opening that is at least 5.7sf and 20” wide. It’s most likely that a 24” window doesn’t have a 20” wide opening. I bought one and had to return it because it was like 19.5”

Depends on code where you live but generally it must be IN the bedroom. Of course, if you don't call it a bedroom then the egress can be anywhere i.e. if you're just making more living space (in which case an egress may or may not be needed in the first place).
Yes, works great in rain! I imagine it will work perfectly normal in a snowfall too except maybe if you live in a heavy snowfall region where the snow could pile up high enough to physically stop the window from opening

Drain is not adequate, weeper must be installed vertically all the way down to gravel at footings, interior header also not built correctly, needs to sit on queen studs and tacked to kings. The fact you barely excavated is irrelevant to how to build.
Incorrect, this is not a window well, it does not need a drain going down to the footings. And I don’t know how much experience with framing that you have but you’re referring to jack studs I don’t know what you’re going off about with “queen”?

It is my understanding that all egress windows in basement areas must open inward so they cannot be blocked from opening by anything on the outside.
Building code requires that the window open fully but doesn’t specify which direction.
Three round ties 4ft long to remove the concrete block or break it up or put it under the window

Yep, I would say 3-4 days of work total.

It’s a great idea to get a structural engineer to look at it before building. All of that will get checked during the permit process though

I would suggest wearing a mask when cutting concrete. It contains silica fibers and is similar and dangerous to inhaling asbestos.
