Actually the issue is training, A 2.0 GPA, well below the average, and 16 weeks of training is all you need to be a police officer in most states. The government has actually passed rulings that law enforcement can deny somebody for being too smart, the national average IQ score for police nationally was 21 to 22, the equivalent of a 104 IQ. Cops perceive any strong emotion displayed by a black person as being a threat. That's the real institutional racism. Being worried about your kidnapped daughter is not a crime. The cops went back to the station congratulating themselves for their generosity because they didn't arrest dad for obstruction of police operations or some other bullshit charge. The truth is they injured a worried father who looked very much in control.
Arizona police are on the internet all the time for shoddy police work and violations of civil rights. As a state, they need to address what is being taught to recruits in their academies and by training officers.

There is not a world where those 2 statement exist at the same time in the same situation. If they need to be retrained, it because they did something wrong. Had they acted acceptably, there would be no need to retrain them. The reporters should ask the Chief if he’d like to see his father treated this way. If the answer is “no”, then they can ask a follow up question of “why not, if these officer did nothing wrong?” Of course the reporters won’t ask and even if they did, the CoP would not give an honest answer.
