This is one of the greatest errors of dragon ages story telling. Clearly there are only two options since he refuses to take it himself. You or morrigan. So at this point it becomes the lesser of two evils. And he'd rather no one

Everyone is always like "SOLAS DISAPPROVES OF EVERYTHING" but that's not true. Solas is fond of curiosity. Ask questions and show interest in the information he is willing to offer and you'll become quick friends.

I have a theory that he is angry at you for drinking, because of what the story develops into come DA4. Since he took Mythals power at the end of the game. He can now, like Flemeth did to Morrigan or the inquis take control over them. I believe he might force this perverted power on either Morrigan or the Inquis depending on who drank it in the next game. Which is why he is angry, he does not want to. But he knows it might come to it. BOOM

That could be anything from another Mythal fragment to the Old God soul, to...well, who knows? The other uncertainty is where she sent it, and to what...or whom?

Solas says exactly the same things even if the Inquisitor won't drink from the well. In my story, Morrigan drinks from the well of sorrows, but instead, Solas is asking my character what will I do with the power. What power? Morrigan has the power from the well, he should be asking Morrigan, not me. Bioware, you failed with this conversation.

If Morrigan drinks from the well, Solas is actually pretty okay with it and has a perfectly pleasant conversation with you, assuming you didn't slaughter the elves at the temple. If you _did_ kill them, he berates you for acting like a savage, but doesn't say anything about the well. As for the "I begged you not to drink" line, it is true that BioWare messed up and accidentally left that in. Apparently they recorded a scene where Solas does in fact beg you not to drink, but the devs were worried it would be too impactful on player's decisions. So they took it out but accidentally left in the followup conversation.
