When I left the philippines in september last year, I got the exit clearance certificate at Manila Airport. I was there 3,5 hours early. It took so long, that I almost missed my flight. I won't do it at the airport ever again.

💯 agree w you. This is a very hard country to follow the rules in. Ive left the Philippines a few times before my 6 months was up to avoid this issue. But by doing that i created another issue when it comes to my drivers license and maybe even a bank account
Everyone tries to help by suggesting what you should do but like you said. Just because it worked for them dont mean it will work for you! Every office seems to make up their own rules. And those rules are subject to change on a day to day basis. Very frustrating. I feel your pain! It makes planning anything very difficult

I feel your pain. What me and my wife from Dumaguete have had to go through for her to emigrate to my house here in the UK was nuts and that was after a successful trip here on a tourist visa just 4 months earlier.
One thing is for sure they don’t make it easy for them to leave. It was expensive but also the paperwork was crazy.
I lost count of the trips back and fourth to Cebu sorting all of this out.
I’m only speaking for her requirements, I’ve never stayed there long enough to need clearance myself but that doesn’t sound much better.
    Good luck. 🤞

Yes, that's the #1 reason I will get my SRRV when I go back to the Philippines. Expats tell me not to do it because if I die or some other reason, you'll never get that money back. I'm either going to take my changes with the bank deposit or movie to Thailand and get a retirement visa there. Or Cambodia.
I do have permanent residency in Mexico but that's my last resort. What's nice about Mexico PR is I can come and go as I please, don't have to spend a minimum time there, nor pay anymore annual fees or renew like in Thailand.

The "Exit Clearance" is the reason why we never go beyond the 6 months. At 5.5 months we fly out for the weekend then comeback. As cheap as flights are, not really a big deal. I really dislike the idea not being able to hop on a flight when ever I want.

  • @kevink1214

I left after 11 months in the Philippines, so in my case I did the exit clearance at Manila airport. I actually tried to get it at my local BI office and they said they wouldn't do it, and that I had to do it at the Manila airport, third floor. Cost me 500php. No exit tax paid. From what I understand ,if you are here 12 months and longer the exit clearance is a more detailed background check.
Then when going thru the immigration line, filipinos go in one lane, foreigners in another lane. My fiance got questioned quite extensively about where we were going, who is she going with, wanted to see pictures on her phone, social media, wanted to see me with her family and then proceeded to ask who was who in that picture. Then they told her to call me, take a picture of my passport main page and send it to her. The immigration officer then can see indeed it was me and let her go through. Be prepared.

Know exactly what you're talking about mate. My wife and I have been backwards & forwards to the Philippines now for the last 27 years and nothing seems to change or improve for the better. Everything is very backwards & unprogressive and when something seems to working well they have to change it to confuse everyone. The staff that have to enforce these new rules or laws have absolutely no idea on what they are doing. No different to any other business over there be it the local hardware, the baker, the 7/11 or the local council. Nobody knows anything about what they are doing. Welcome to the Philippines. We are lucky that most times we enter the Philippines we avail of the Balikbayan Privilege. No fees, no paperwork, no exit clearance and no return or onward ticket. We built a house over there and planned to spend my retirement years there but could only last 8 months. Had to get back to some real sanity and real food in Australia. Just visitors now. To ensure you can leave the Philippines without issues, you can perform several checks with the Bureau of Immigration (BI):
    1. Derogatory Record Verification: Request a check at the BI's Clearance and Certification Section to confirm if there are any derogatory records against you. Present your passport and pay the applicable fees[1].
    2. Hold Departure Order (HDO) Check: Verify if there's an HDO against you, which prevents departure due to pending criminal cases[1].
    3. Watchlist Order (WLO) Verification: Ensure you're not on any immigration watchlist that could restrict your travel[3].
    4. Immigration Lookout Bulletin Order (ILBO) Check: Confirm you're not subject to an ILBO, which requires additional scrutiny before departure[1].
    5. Exit Clearance Certificate (ECC) Requirement: Determine if you need an ECC, especially if you've stayed in the Philippines for over six months on a temporary visa[3].
    6. Visa Status Verification: Confirm your visa status is current and valid for departure[1].
    7. Travel Ban Check: Verify you're not subject to any country-specific travel bans or restrictions[5].
    8. Outstanding Obligations: Ensure you have no unpaid fines or pending obligations with the BI[3].
    To conduct these checks:
    - Visit the BI office or their official website for information.
    - Consult with the Clearance and Certification Section of the BI.
    - Review your passport stamps and visa documentation.
    - If uncertain, seek legal advice from an immigration lawyer.
Remember, requirements may vary based on your citizenship status, length of stay, and purpose of visit. It's advisable to conduct these checks well in advance of your planned departure date.

Regarding a lady getting approval to leave The Philippines and not be 'off boarded' as they call it, there is a type they look for. If your lady is young and pretty, obviously a province girl (her demeanour and the way she is dressed) she will most likely attract their attention. If your lady is more mature, age wise, dressed well and has a few passport stamps out of the country, has confidence, she will most likely get through unhindered - just my experience.

Yes, it is possible for a landlord in the Philippines to seek a Hold Departure Order (HDO) on a foreigner, but the process is not straightforward and requires specific legal grounds.
An HDO can be issued in the following circumstances:
    1. Pending criminal cases: If the foreigner is facing criminal charges, an HDO may be issued to prevent them from leaving the country[1][2].
    2. Civil matters: In some cases, HDOs can be used for civil matters, though this is less common[1].
    3. Precautionary Hold Departure Order (PHDO): This can be issued ex-parte for crimes where the minimum penalty is at least six years and one day, or when the offender is a foreigner regardless of the imposable penalty[5].
For a landlord to obtain an HDO against a foreigner, they would need to:
    1. File a formal complaint in court, typically for a criminal offense related to the tenancy[1].
    2. Provide evidence of the foreigner's intent to leave the country or proof that their departure would harm the landlord's ability to pursue justice[1].
    3. Request the court to issue an HDO along with the complaint[1].
It's important to note that the issuance of an HDO is at the discretion of the court and requires strong justification. Mere civil disputes or unpaid rent may not be sufficient grounds for an HDO. The court must determine that probable cause exists and there is a high probability that the foreigner will depart from the Philippines to evade arrest and prosecution[3].

You go to Bureau of Immigration (You are in Duma AFAIK so should not be a problem), 3 weeks before you fly out and they should give it to you same day (I got it in less than 20 minutes every time). I have done it like 4 times.
You could do it in Airport but I'd rather not add another stress-factor for airport because you don't know the queues etc. Online can be done only if you have 13A visa.

"I'm going to go on a bit of a rant." Haha, every episode is a bit of a rant. As far as the exit clearance, it's typical Philippines to make it unclear, confusing, and difficult.
The BI website says you have to renew visitor visa extension every 6 months (I just checked seconds ago) but we all know that was changed and it's every 59 days.
Meanwhile, you could go to jail for not renewing at day 59.
With the example of the guy that was reported to immigration for not paying the difference to the landlord, now that he's paid her unless she (the landlord) calls immigration to cancel her complaint I'm afraid he's still not going to be able to get out of the country. I'm afraid that locals and expats that you may have disagreements with will call immigration to get money from you or just to jerk your chain. The question is, how to you right the ship after you're denied exist at the airport?
All this makes me wary on coming back to the Philippines even with an SRRV you will still need clearance.

    • @franchar8501

A Hold Departure Order (HDO) can be imposed on a foreigner in the Philippines under the following circumstances:
    1. Pending Criminal Cases:
    - An HDO may be issued if the foreigner is charged with a crime punishable by at least six years and one day of imprisonment[1][3].
    - The court must determine that there is probable cause and a high probability that the foreigner will attempt to leave the country to evade prosecution[7].
    2. National Security or Public Interest:
    - In rare cases, an HDO may be initiated if authorities believe the foreigner's departure poses a threat to public safety, health, or national security[2].
    3. Violation of Court Conditions:
    - For foreigners out on bail, an HDO may be issued if they violate conditions set by the court[2].
The process for imposing an HDO on a foreigner involves:
    1. Application:
    - The prosecutor or complainant files an application for an HDO with the appropriate Regional Trial Court (RTC)[4].
    - In cases involving the National Bureau of Investigation, applications can be filed in specific city courts regardless of where the alleged crime was committed[6].
    2. Court Evaluation:
    - The judge examines the application, including sworn statements and evidence[7].
    - The court must be satisfied that there is a compelling reason to restrict the foreigner's ability to leave the country[1].
    3. Issuance:
    - If approved, the court issues the HDO, directing the Bureau of Immigration to prevent the foreigner's departure[5].
    4. Implementation:
    - The Bureau of Immigration enforces the HDO by including the foreigner in their Hold Departure List[5].
    It's important to note that:
    - A Precautionary Hold Departure Order (PHDO) can be issued even before formal criminal charges are filed, typically during preliminary investigations[2].
    - The Department of Justice's power to issue HDOs has been limited by Supreme Court rulings, emphasizing that this power generally lies with the courts[2].
    - Foreigners subject to an HDO have legal remedies, including filing motions to lift the order or contesting its issuance[1].
An HDO remains in effect until lifted by the court, which may occur upon acquittal, dismissal of the case, or when the court deems it appropriate to remove the travel restrictions[1].
