With the context, it makes a lot more sense that this should be translated as "he lets me have fun." To me, he's basically saying he gets enjoyment out of him/messing with him. If he really said "he makes me happy" it would probably be 俺を幸せにする. Interpret that as you would like.
remember that Izaya is not only asexual, he views people the same way some people see cats so calling someone "cute" and saying "love" don't mean the same things that they would for your normal character

I normally just ignore the various delusional yaoi fantasies but when it comes to Shizuo and Izaya the far-fetched imagination of this fandom baffles me to the point of annoyance. I am not sure what series the shippers were watching where if it were not for another person's interference, Shizuo would have killed Izaya without even thinking twice!

Specially when he refers to Izaya, he is verh implicit about Izaya’s feelings towards Shizuo. He knows Izaya does not really hate Shizuo deep down. this is not even me trying to look for the romantic shit of this ship, this is me talking about things that actually happen in the story.

I do like Izaya because he confirmed in the show that the reason he hates Shizou so much is because he sees him as monster trying to ruin everything built by humans. He's scared that if he lets him live, Shizou will ruin all of the precious things humans have built and humans themselves, which are the only things Izaya likes that make him happy. He's still evil but that reasoning actually makes sense.
