The brake system is open to moisture at the fluid reservoir. Contrary to popular belief it is not sealed air tight. If it was it would be a vacuum in the reservoir as the brake pads wore down and the pistons in your brake calipers protruded further.
So as the the fluid level drops in your reservoir as the pads wear. That means more air and so moisture gets in. That's on top of all the driving in rain etc. So regardless of mileage your fluid does simply age.
Just as it does in a bottle of fluid left on the shelf after opening and despite screwing the cap on tightly.
A cheap brake vacuum is a syringe, which you can buy at a chemist. That and some 5mm clear vinyl hose.
