I have the latest version and when I go to create a rectangle, it doesn't hold as yours does , it goes away before I can catch it.

Is is possible to produce a double line border on a rectangle, with one line being narrower than the other?

The stroke panel allows you to add multiple strokes to a shape.

Sorry. I meant the Appearance panel allows you to add additional strokes.
