These weren't the violent institutionalized sort, just kids who'd gotten into trouble. Listen at his old boss the politician and you see where he gets these “solemn” pompous mannerisms. But that guy was doing it as a self-consciously “old-fashioned” schtick. Thayne doesn’t realise this.
Do you remember Russell “I’m gonna release my bipolar!” The lady who knew him (her son was also autistic) and had taken him under her wing after she found him wandering about in a wifebeater vest in subzero temps, hungry - she said most of his conversation was made up of script lines like these.

Some people think, this is torture, but I look at it like the misery they will have to endure, will give the victim/victims much more justice. This consequence seems more fitting than knowing, this will eventually end. Instead they will never know how many years they will be required to live before this ends.

Sociopaths are made, apparently. Dropping out of high school even though able to do well there - it’s very common with that kind of personality. And the way he relates to the cop (older guy in suit) by mimicking his former boss the politician (old guy in suit doing deliberately folksy-retro ad).
And his “He was young… Too young”… as if he’s Gary Cooper or something. No movie made after about 1960 has even had a line that hokey. It reminded me of that guy ..”I’m gonna release my bipolar!” (was his name Russell?) The lady who looked out for him said he was quite profoundly autistic and had a huge repertoire of lines from movies and soaps that he would parrot, slotting them into conversations without appreciating how inappropriate or meaningless they are in the new context.
