If you use an ilok usb for your license, you don't have to be connected to the internet for artist to work since it'll run under its license locally on your computer. I believe the internet is only required when using cloud based ilok licensing.

I was have plan to buy pro tool artist but I don't buy because is to pay every year I buy studio one 6 artist

Pro tools Artist is great but the subscription is not for everybody.
