This storm was horrific. I never ever ever want to experience anything like this in my life ever again. The rainfall and lightning was overwhelming. Unfortunally solutions cost money, and people wants to build houses and live in flood areas, when that floods are rare.
All flood land can be calculated. And if we avaliate were the flood lands are, a lot of people have to leave their long stand family houses because they are situated in flood potential land.
Its that around the world. People wills to live vs nature laws.

@@ricardoxavier827 I’ve read comments on a post I put out asking for river situ around us and they said everything looks good as a result of recent years improvement in the areas drain system / flood defences. @@ricardoxavier827 The "calculation" is only a probability calculation. Here in Germany and everywhere in middle Europe we have a lot potential dangerous areas... but we also have had flooding in areas that should have rather low odds to be hit by flash floods.
So... just leaving actually doesnt solve the issue. More important is to PREPARE for (many) more flash floods in future. And yes - this areas with higher risk should even do more. But also most other regions in the world should be prepared.
You remember Dubais flash flood a few month ago? Dubai is not supposed to high risk at all.
The idea you could find a country with no risk just isn't helpful in what's coming to us in the next decades (which we caused btw).

14th October 1957 was a similarly horrific day for València. Back then it was the river Turia. València had long been the victim of flooding (Wikipedia estimates 75 floods between 1321 and 1897). The worst decisions were to build on flood plains.

Spanish here. These are the main points:
    1) The flooding areas are well known by cartographers and technicians for decades and have a well-recorded history of deadly floodings. Building permits are still issued to this day for this and many other areas that are not suitable and dangerous for recaudatory reasons. The weather phenomena that caused this is also well-known and a regular event this time of the year.
    2) The local government is ruled by the conservative party, central government is ruled by the socialist party. Both are playing political games whilst people are dying. Bureaucracy in Spain dictates an official request is necessary for central government to take control of an emergency but it can also take control unilateraly if it's grave enough. One part is being prideful and the other is letting people drown for political gain. Both are to blame. Spain isn't lacking in manpower, technical services or know-how. In fact we just have too many intermediaries, pencil-pushers, form-stampers and politicians in general getting in the way of true citizens.
    3) Metereological services sounded the alarms several days in advance, and then again hours before the disaster. But the bureaucracy was incapable or unbothered as always.
    4) Humans are simple creatures, the areas with more deaths didn't see much rain at all before they got flooded as the big rain events happened further upstream. They just went on with their days without heeding metereological services since those are sometimes wrong and it wasn't raining right there. Redundancy and urgency in getting the information the weather scientists had to the general populace failed miserably.

These weather systems form very close to where they dump water. So there is little time. They are exponentially more intense than historically - literally no “cold drop” this intense known in Spain’s history. How can they predict that one that has just popped up will move off after 30 minutes or stay there for 12 hours? And some of the places that were wrecked had no rainfall. There is an irreducible unpredictability to weather and its effects.

You can see the flooding from satellite (ESA). More flooding, more droughts, more wildfires, more storms will come even if everything right is done now. But the measure of how bad it will come can be regulated!!!
Exceeding the tipping point of the AMOC, which may already have happened, means, among other things, a cold blob in northern Europe and the UK.
Colliding temperature extremes are a cradle of storms.
Massive energy savings and reduction of dependency from electricity and heating agents for our families can be achieved with extremely good insulation, a radical application of well known techniques including the solar chimney (e.g. as Trombe-Wall) in architecture.
Cities and building planners must implement protection against floods, storms and heat waves promptly and efficiently.
    FYI:

It has never been more important for politics to deliver more than empty promises.
