Leading, either by an individual or a group, doesn't necessarily mean that a leader or leading group has inequitable power over others, at least not if there are mechanisms in place for recall (and mechanisms for the defense of those mechanisms). My understanding of this episode is that lack of this kind of leadership was the weakness of many of the pro-democratic movements that were the subject of this episode.
