While two finger sliding on whites, if you start seeing dots, that's when those areas start losing details and get over exposed. So you need to stop sliding just when you start seeing them so that brighter parts pop without losing details. It works similarly on darker areas with black slider. Hope this helps.
it is always good to have RAW if you want to recover lot of details from shadows, also there will be lot of flexibility while color tuning. For edits like this where we actually try to lose details through blur, jpegs are fine.

Don't worry about image looking weird. As it will be blurred anyhow, it won't affect the final result much. Also need to be precise while using Healing tool, try to brush it as perfectly on the subject as possible. Hope this helps.
You could say so with so many AI apps out there! But this is a free app and if you take time, gives complete control on masking selection and app is smooth too.
I agree that plenty of apps do this nicely but still it cannot be as good as this.. try this and use any app and compare both the images.. this looks more natural and AI or computer generated blur effect is too artificial.

Why you did not just blur the photo and erase out the blur effect on the bird?
We get halo effect around the bird edges if you don't remove the bird before blurring. For the best results, need to do remove it.

Incredibly difficult, takes a massive amount of time. Why don't just use the blur feature in the standard gallery app? This is worse...
