Nice work. As for the sediment bowl, Steiner's are usually high. On my Ford tractors I used Dennis Carpenter, Just8Ns or Yesterday Tractors. For my John Deeres, I normally use Yesterday Tractors. But as the saying goes, you get what you pay for in some instances. I heard guys buying new sediment bowls and they leak and need new seals/o-rings, etc..
Soak the tank in lye/sodium hydroxide/caustic soda. That goop will dissolve into a greasy slime that will wash out with a power washer. Then soak the tank in citric acid. It’ll look fantastic within 48 hrs and ready to be patched.
I wonderi if the previous owner tried to seal the gas tank with some kind of snake oil and the snake oil filled the sediment bowl and puddled in the bottom of the tank?

Thats what I need to do, make a direct connection from one tank to carb my 3 way is worn out, never use my small tank

I don’t know. That’s possible I suppose. Whatever it is I think it’s been like that for a long time. Nastiest tank I’ve ever seen.
Gas aka oil is CO2 and dead stuff and time so trying to return back to earth before refined
