Yes, just as with all the games before and after it where the E4 Trainers are rematchable. Once all 16 Gym Badges are obtained, all subsequent rematches with the E4 will have them use their stronger teams.
datkipztho I've played HeartGold rom and did my training on Mt.Silver. Even with the speed up button it took about 5 hours to level up everyone to level 70.
Outside of Will, the Round 2 Indigo Elite Four in Heartgold and Soulsilver use Pokemon that are contrary to the Pokemon Stadium games. During Round 2 in Pokemon Stadium 2, most of the Gym Leaders use 2 Pokemon of their type specialty with all the other 4 Pokemon are type coverage Pokemon that are good against or immune to what the trainer's type specialty is weak to. Anyways, Will is a gay character so instead of changing Will to a female, all his Pokemon were changed instead. It's nice how the gay Pokemon characters have their Pokemon's gender changed instead of the person itself. It makes up for my childhood nightmare where Zoisite and Fish-Eye were girls due to the fact that they were in a same-sex relationship in the original Japanese version.
I though you're choosing Pokemon to fight those against their types on purpose, but when you used Extrasensory on Skuntank, I started wandering is that you're just not that good at battling...

Mount Silver is a good idea to train. Another idea is to fight trainers with phone number on the Pokegear. There’s about 6 trainers each day, but it depends on the time.
I whipped it with a team level 55 , I mean of course I had the advantage of the 510 ev‘s but yet it was easy stuff, I mean any E4 is easy if you push the right buttons, but those were specially an easy one!
Nintendo should bring out a new gameboy and create exclusivly high qualitybsorite based 2d games. Aide scrollers, classic pokemon games. Let the game boy games be their own universe removing all the stuoidity.
PFT, easy, I mean so easy, you can beat the rematches, with Not a magikarp Not a weedle Not a caterpie or any other weak pokemon. BUT AN Eevee. I used an Eevee to take all of the rematch teams out. Only took about 30 full restores. It was satisfying. Oh yeah I even beat Trainer Red with this Eevee
You are not a good trainer for the level of pokemon you have some of the move selection was terrible .. and then bringing out pokemon you’d have to switch out instantly come on man the teams are on bulbepedia

A good recommendation to train is fight multiple trainer battles with phone number (there’s about 6-7 people each day) and rematch gym leaders.

Well Skuntank is part Poison .. and Poisons are weak against psychic .. its minimum damage
