Sir if the attenuation value of tx system is -10.0dB? It means its not normal?

Looks like it isn't normal. As per manual it mustn't exceed -7

Sir we have same radar. My rx value is showing 3.5dB. As per manual it should be not more than -3.0db. Is it not normal since i have positive 3.5db?

It's ok. In any case if the pattern still looking good and the targets are shown well it's ok. If you have some doubts better inform the captain and company technicians indicating abnormal things, like tx attenuation. I think your figures are still ok, but keep monitoring and inform the captain in time.
