No! one as a foreigner cannot get credit card within 3 months of entering into any developed country based on his record in that country . In fact to be considered a resident you have to be in the country working for 2 years.

It does not really matter who you bank with as long as its your name and you re registered to an address and most importantly on the" ELECTORAL ROLL".
