I'm not pre-heating the fuel either, for all the reasons you mentioned. What I made is three slopes with a 1/2" pipe on top of my burner to get the air preheated a little more. On mine, I have installed a blower at the back which is essentially the same principle as your leaf blower (leftover blower from an old forge), and a line for compressed air. For aluminum melting, I can cope with the blower when I melt copper or bronze I use additional compressed air.
I do successfully pre heat my oil, but I use heated coolant to do it. I also had issues with the boiling oil causing voids, solved this by having a positive displacement pump, little valve that maintains backpressure as close to the nozzle as possible, and a tiny nozzle orfice. Unfortunately all that isnt really feasible on smaller, more portable setups such as yours.
I'm very interested in these designs. Currently I'm running a double barrel stove waste oil burner. Wanting to adapt to something like this. I'm here in Central Illinois. Mt Auburn area.

Man if you keep it up one of these days youre going to have to be building burners out of tungsten. Lol. Love seening you push the limits.

What about preheat the air to 600 with an electric coil and it might Self ignition
Would injecting some propane with the waste oil. Make it burn cleaner and hotter?
Kinda like propane injection on diesels
