The amount of power should be okay to use on human babies. Correct whip use doesn't make noise, cause rippling of skin (like sea waves) and the touch could be done to babies. If one touch isn't enough, repeat or add a small amount of pressure. Ideally the whip should not be used at all for contact, even if the rider is holding one. The best whips have a flexible, flat surface. Thin string-like whips often used in dressage (like mousetails) can be suprising and uncomfortable for many horses.
