Peppercorns, cardamom pods, etc. But, okay - maybe you have only powdered spices - fine, brew it and strain it really well with a coffee filter. The point is, she's not going to brew or cook or strain anything. She's just pouring the powder onto the ice cream. It's not going to DISSOLVE. When that gets served, guests will get a mouthful of spice grit. She should brew strong milk chai, then make ice cream from that.
sandra's inspiration for this recipe came from that day she shotgunned an entire bottle of stoli, had some ice cream, was dared to do the cinnamon challenge, and then puked into a bowl. the contents of said bowl still had a large proportion of vodka in it, so she decided to freeze it and eat it again because heaven forbid you ever waste a drop of alcohol. the producers of the show realized that she was insane enough, so they edited the vodka out of the final recipe.
If anyone is going to make this. Not semi homemade, and actually make ice cream boiling some teabags in the cream base will work wonders. Also, after being melted and refrozen, that ice creams texture is going to be completely off. She’d have to take it out every now and again and stir it.

i am indian and there are recipes with pepper in them ...particularly in the north eastern part of india. we have masala chai with breakfast every morning and use pepper in it every day
