Couldn't review the ballots and tabulate them again from the South Florida counties.. the Court said that Bush's rights to due process and equal application of the law required all of Florida's counties would need to be counted. And of course the riots on the courthouse steps had wasted any time there would've been for Florida to comply with state laws on certification, while still be "protecting" everyone's rights. So ruled Scalia, after telegraphing to GOP lawyers that if they appealed to SCOTUS they'd be successful.
