Quarry dust is more consistent than sand because it is processed material. But it can be a bit expensive depending on location. So some people mix the two. You can use either quarry dust or sand on their own. But as I said quarry dust is more superior than sand.
Standardised Tables may be prepared for the required quantity of cement and sand for making different sizes of Hollow Bricks in hundreds in numbers and approximate number of bricks for common types of houses.

What's the difference between quarry dust & sand interns of quality when making cement blocks?
Quarry dust has natural bonding ability comparing to sand. That is why quarry dust is also used when making cement.
