Yes, Omnics were originally androids created by the same doctor that created Echo,. The AI that controlled their factories kept working for years without no one realizing it, and then they attacked mankind and the war began. The Omnics are those androids who sooner or later development consciousness. As ramattra said himself, their existence is miracle that no one can explain and has not repeated since then, that's why they are finite, they can't create more Omnics.
More into gameplay, he must be unlocked via missions I think, and he does not break barriers, but his punches can go through them.
