    My bike is way to bouncy bouncy going over bumps. I wish to stop that, Can I just adjust the collars on the shock

      One possibility is a weak shock. If you bounce heavily on the rear, the bike should rise up fairly slowly. If you can bounce it up and down like a pogo stick, it's probably the shock absorber has gone.

    Preload does not make it stiffer, a conmmon misconception. What it does is alter sag. To make it stiffer you need a stronger spring.
