Strangely enough, I was just thinking about the weather thing. In northern countries, where the weather is harsh, people had to be more co-operative, and work harder to gather resources, build structures etc to get through the harsh winters. It is to hide your beauty and the desire of women to expose their beauty they shouldn't and they shouldn't attract and grab men's attention by their beauty or make them lustful so even if she has no hair the neck she has to cover and the chest most importantly. And to not wear tight clothes (this implies to men as well) and don't imitate men and not men imitate women. And then even if she's fully covered she shouldn't talk in a soft tone to stranger men that may grab attention and attraction towards her. So this is why she has to cover even if she's bald. And be in modesty.

Strangely enough, I was just thinking about the weather thing. In northern countries, where the weather is harsh, people had to be more co-operative, and work harder to gather resources, build structures etc to get through the harsh winters. I think that created a culture of co-operation and hard work, and a shared ethos of mutual benefit. Maybe to some extent that happened in deserts too, where resources are scarce. But then those cultures are more adapted to being nomadic.
