I don't think it's a generation thing at all. I guess I'm skirting the edge of "Internet generation" and was definitely not hanging at malls as a teen but the movie is just funny.
Randal, Brodie, Holden, Banky and Jay & Silent Bob are the best characters in the Askewniverse. If I had to pick one, It'd be Brodie Bruce all the way.

Without people to annoy I don't think Randall would be as funny, he would just be speechless, and TS gave Brodie a goal. The two together would just awkwardly deliver unearned punchline wihtout facing adversity.

I'm not sure if the comics explicitly confirm their relation specifically (they could have a common cousin but not be cousins themselves) or just that the cousin Walt is indeed the same.

Missed what is probably the best Brodie line in the movie. When he shakes hands with, and stinkpalms, Mr. Svenning and says, "Wow! Would you feel that iron grip handshake! Like Burt Reynolds and shit", and the whole 'chocolate covered pretzel' thing.
