I'm not sure if the comics explicitly confirm their relation specifically (they could have a common cousin but not be cousins themselves) or just that the cousin Walt is indeed the same.

Randal, Brodie, Holden, Banky and Jay & Silent Bob are the best characters in the Askewniverse. If I had to pick one, It'd be Brodie Bruce all the way.

Without people to annoy I don't think Randall would be as funny, he would just be speechless, and TS gave Brodie a goal. The two together would just awkwardly deliver unearned punchline wihtout facing adversity.
