If I remember correctly, there was a group of game dev students that wanted to test themselves so they attempted to recreate OW (I believe using Unreal Engine). They never went farther than adding reaper, tracer, and widow I think, and they stopped after it started to get around what they were doing as they didn't want blizzard to think they were making their own rip-off OW.

Because of that, Paladins "stole" the idea from overwatch. If paladins were released before overwatch, it would be the other way around. Overwatch didn't rip off tf2. And if they did. The game woyld be 70x worse. And lets be honest. Tf2 is dying. The community is falling apart and tf2 is just not fun anymore.
