(1) It seems, as you said, to be attached to the melody, which is the right hand's part. That's something often used in classical sheet pieces of music, like Schumann, Chopin, etc. It looks, yes, mysterious and gives people a visual enjoyment, as you commented. (2) It's called tension and it gives more colours to the music. It is almost always used in all kinds of music. If you search it on the internet you would be able to get more information about it.
