Works like a clutch. With more throttle/crankshaft rotation one of the barrels moves out and power gets delivered to the axle/Spool. Works better then a centrifugal clutch, because it delivers the power more predictably and smoother

I've never tested it for paragliding. I'm sure it would pull you up though.
Is there anyway you could use a dolly as a frame then just modify and reinforce a bit?
I would imagine it would be more difficult going that route.
Do you need a torgue converte?
It's a good idea too. You could also use a clutch instead.
