Dreadfury one player doing well on a character doesn't make the character top 10, if falcon was actually that great of a character there would be more high level falcons. Fatality just pressures people and reads them on a ridiculous level.
By that logic Diddy isn't top 10 because his only actually good representation at a top level is ZeRo (yes, I just called Zinoto bad. Deal with it). Fox wouldn't be top 10 because only Larry uses him at that high a level (Xzax is the only comparably good Fox this season and Larry's still miles better). And that would imply that our high overlord Dedede isn't top 1 because everyone is too scared to use him at that high a level.
Tenza Falcon was always a viable character and has gotten better with each successor. This also proves how skillful Fatality is as a player in general.
