I think it works if you take Akainu into consideration, too. All three Admirals are collected, restrained, cool. They don't flip out when things don't go to plan and they're able to think on their feet pretty well. If I didn't know. Barring Akainu's casual incineration of underlings, all three have qualities that would be suitable for leadership roles.

A leader also should be able to give orders from afar and not necessarily be in the front lines. The 3 admirals show these qualities in spade. In fact the only reason Kizaru was even here was because of what Luffy did. It was a straight order to have him in the front to completely wipe out the cause of the problems with no chance of escape.
