At first I could only wonder how relevant could these other rivals be to the story overall, and I thought, Oda how are you going to use so many of new characters? Now I know better, there is NEVER TOO MANY CHARACTERS FOR THE IMAGINATION OF ODA!!!!!
Fun fact, Oda had no plans when he initially created these characters, he literally rapid fired almost a dozen of our favorite characters out of the ether with no real plan and now, aside for Urouge, they’ve all been the biggest players to the story short of the strawhats
If you think about it, Oda really tried to close out a bunch of storylines in Wano. He got through a lot of the Worst Generation, leaving only Bonney and Urouge at the time, with Bonney now being written about. And then he also added Big Mom, and ended up having her defeated too, instead of making it a separate story line in the future.

The 11 of them + Blackbeard make up the "Worst Generation" . Luffy and Zoro weren't mentioned because Shachi was introducing the others to them. She also mentioned that Law and Kid were the 2 that Luffy should watch out for. Oda must have planned for them to be the big 3 since 700 episodes ago. They really are the worst generation with 4 of them having bounties of 3 Billion or more, and several others with 1 Billion+ bounties.
