First, Get a License as I have said in the video. most of the details you can find on -www.siars.org.in/amateur-radio/licensing/learn/ How to get license- www.siars.org.in/amateur-radio/licensing/ Procedure to File online application- www.siars.org.in/procedure-for-online-application/ Remember- For the Exam you have to deposit Rs100 for each category you applied to. For License after exam results declared- Life Time- Rs2000/-, 20 years- Rs1000/-. All payments need to be done using the Bharatkosh portal. Do not pay any money to any clubs or person who promise you to get a license. Only WPC wing of DOT can give your license. After license you can use the designated ham band frequency as per our allocated bands.
Antenna cost varies with respect to what type, materials used, maximum power rating, etc. It is not easy to say how much an antenna cost without knowing which band you are going to use. So read the comment here and go through the learning materials first.

Take license first. License radio always gives good range and quality transmission. Cheap FRS, GMRS can't give you that much of range. Don't go on what the company website says.

Can a Baofeng BF-888s be reprogramed so that it transmits between 446.0 - 446.2 Mhz which is a delicensed band as per License Exemption for SRD Device GSR 1047|E| dated 18/10/ 2018?
Yes, but you must have a Equipment Type Approval ! Frequency is delicensed, but equipment buy and sale still needs some approval and Seller must provide that along with a GST invoice to you.

The straight answer to your query is 'NO & ILLEGAL' even if BF-888 can be programmed to 446.0 - 446.2 Mhz since it's RF power is much higher than what has been allotted by WPC, ministry of communication, GOI. These frequencies can be used only on those handies which has fixed antennas and .500 mili watt max RF output
