He's always been much smarter than he was given credit for, along with the fact of standing face to face with any & all who were against him; respect earned !!!
Quotes like that are from people who are not educated up to their intelligence. Some of the most intelligent people I know were never officially educated and say some of the most profound things with their limited vocabulary. On the other hand you can have people that are highly educated but low intelligence. They usually say the dumbest things in the most sophisticated manner.
I'm still surprised that Rocky passed all of the medical checks. In Rocky V they told him that the damage to his brain was permanent. And I guess 25 years later it healed?
There is a misconception that brain damage is permanent in that you're 100% guaranteed to always be impaired, because brain cells regenerate so slowly that for a long time doctors thought they didn't all. It's true that if enough damage is done, the brain won't really be able to recover and get functional enough. However, the thing about the brain is that if the damage isn't too bad, if ya keep using it and keep trying, there's a good chance you can make at least some workarounds happen and you'll regain a good bit of functionality.
Could barely read in the first movie, got a title shot out of nowhere, got a 2nd title shot after retiring and won, had a long career becoming an iconic household name, got to be friends with 2 Creed's, had a kid that was only kinda bitchy and moderately successful, mostly happy marriage. This guy performed way above his ability. All because he was lucky enough to have a face that had no problems catching every punch ever thrown within 50 feet of his head.

This commission is the nanny state in a nutshell. "You can't have a Big Gulp because it's not good for you." "You can't have too much salt because it's not good for you." "You can't have a gun because you might hurt someone including yourself." Rocky is right in this scene. This type of nanny statism isn't what the Founders intended. The Declaration of Independence says that we have the right, as endowed by God, to life, liberty, and the pursuit of happiness just as long as we don't infringe on anyone else's rights through force or fraud. According to this commission, Rocky passed all of the tests expected of him but because boxing may not be good for him, they denied him his license. That was wrong of them. Plain and simple.
