At least that’s what I’ve inferred from it.
I disagree. Rusty knew that he wasn't as smart as Smokey or the Motorcycle Boy. When his dad and the Motorcycle Boy are comparing Cassandra to the Greek Tragedy Rusty gets frustrated because he knows he's not smart enough to get the joke. Rusty's girl Patty also reassures him even though in her words he isn't "book smart." Rusty is tough and loyal but dumb as a box of rocks lol.
I don't think Smokey would be in charge of the gangs though. He may be smarter than Rusty-James but he isn't as tough and doesn't command respect. No one would follow him. He's just an annoying twerp who complains too much and thinks way too highly of himself. He's like that in the book as well.
