My framework was different. I actually broke the case into stakeholders and then asked the questions related to each stakeholder. Would this idea be good too or ist it rather weak framework ?
Interesting case , got a different perspective than the usual profitability , market sizing etc. problems

For recommendation part, the amount of saving would be 150 M since as we are making recommendation by focussing on region A, the total saving cost will be divided by three.
I would stick to 450M, since it's just implementing the case at A first, not the last. Other regions would also have the benefits in the future
