Without having tried it, I would say... probably. The base of the jack is basically right up against the post. Depending on how far the concrete extends from the post, what may happen is the jack exerts a force down on top of the concrete while you try to pull the post up. And if it’s a slick metal pole the chain may try to slide up the post instead of grip it (maybe a strap would be better if that were the case). I think it’s worth a shot!
