Yes the British were planning for well before even that declaration to remove themselves from all over the empire. That has little bearing on the hunger by the USA to want to remove colonial powers (not only the british) and replace them. America had started this process not many years after it became independent. We live in a world now with its wars and conflict as a direct result of American foreign policy developed after WW2. Look at how many occupying overseas military bases it has to enforce it.
