When I do this exact method, the "make" button under "blend" is greyed out. I can't click it. Do you know why that would be?

Please, make sure that both of the text layers are selected. Then, the option will be available. Thank you.

why preview on cpu?

Sometimes Illustrator cannot show the effect properly using the GPU. That's why. Maybe there are other reasons as well but I'm not aware of those.
