The problem with short circuit and and voltage are possibly and rarely in custom built PCs. Nowadays All in ones and micro towers took over for personal usages. so SSDs are best. Custom built PCs are mostly gaming PCs. With correct specification of SMPS in concern with motherboard loads(attachments), that problem too negligible. Generally SSDs are best for personal usage with personal computers like laptops, smartphones, tab, etc for both short and long time storage. If you want to connect hard drives in multiple pcs in multiple place, for example during travel, HDD is better.
