You mean that the emitter can't pass voltage in range like 5 volts can't get through the emitter but 12 volt can break through it and when volt drop from getting through the led transistor close again then open when capacitor charge

The circuit is called "Esaki Oscillator", Esaki won a novel prize for that. Its the reverse bias voltage of the transistor that causes it to blink, the base is useless.

Why is it when I try this with a bc547 it doesn't work but when I use a 2n2222 it works? Strange because you are using the bc547 and it is working for you.

Yes but it Will blinking slower And sometimes it not working i made it with one full charge 9v batterry And one 9v not fully charge 5v batterry it gives 14v it works fine 😂😂⚡
The capacitor is charged until it reaches the reverse voltage limit, when the capacitor is discharged, the voltage is not more sufficient to "breakdown" the transistor in reverse, then the current goes to capacitor to fill it up again, repeating the cycle.

May I ask, if I replace the led with a 12v 5-pin relay, how much resistance should I replace to make the circuit work?
Without base forward bias what is the use of a transistor in this circuit?..how current plws thru LED
The open circuit on the base adds noise to the transistor gate, making the led to flicker.
What do you need for this? I have blinking and regular leds with transistor. What are the other 2 components??
you can change capiictor for low and high blinking.

Why you connected c1815 in the middle of the diagram was the same as the first one?
