Partey is clear of Rice, he is way better in ball distribution, very creative, knows how deal with low block s... I feel there has been alot of disrespect to his class
They play the same position but are completely different players. TP5 is a lot of the things you mentioned, but he cannot cover ground like Rice can nor can he move to the left 8 during the game if circumstances call for it.
Rice & merino midfield will struggle under a low block compared to Liverpool which was a more transitional game. Partey can break down low blocks which smaller teams prefer to play vs us with. E.g Aston Villa away game

The qualities of a number 6 in Arteta system is that of a player who is press resistant(think of Partey in 22/23) and have an eye for progressive passes while also been able to recorver ball easily. As good as Declan Rise is, he is not that press resistant and looks to give the ball away as soon as he gets it just to relive pressure off of him. The only quality that Rice possesses as an ideal number 6 in Arteta system is that he recorvers the ball well. He is not very good with progressive passes but can carry the ball brilliantly. Merino Partey Ødegaard is the closest to 22/23 Arsenal (in terms of fluidity) But Partey’s reliability does seem to turn people off.
