It's the inner layer of the optic cup relative to the eye, not the entire body. Relative to the entire body, it's an outer layer, but if you think of the the eye itself, there are 2 walls, an inner and an outer one. The inner wall (closest to the lens) is the retina, the outer wall (closest to the brain/furthest from the lens) is the pigment epithelium.
