Notice he went faster when there were no pedestrians around and about at walking speed when others were using the sidewalk near him. You can't bomb around at max speed riding a scooter on the sidewalk anywhere, least of all NYC, and expect people to leap out of your way. Why should they? NYC regs currently allow kick scooters on sidewalks but operators are subject to fines if they are operated in a manner which presents a hazard to other sidewalk users. Let's keep it that way, the more people who ride like douchebags, the more likely it is that rule will be changed for the worse.
