An idea for a 3 part miniseries: Part 1: What if Hall and Nash never left WWE in '96? Part 2: What if Hall left for WCW, but Nash stayed in WWF at that time? (Apparently this was very close to being the case in our timeline) Part 3: Reverse the roles- What if Hall stayed, but Nash left for WCW by himself? Another one that's kinda sorta related: What if Hogan got cold feet about turning heel in '96, and Sting became the 3rd man at BATB '96?
DiBiase would've been an interesting choice because in Storyline Stone Cold (as The Ringmaster) admitted in a promo that he Threw his match with Savio Vega (the match that per stipulation DiBiase had to leave WWE) cause he felt Dibiase was an Albatross on his neck, DiBiase could have used that as Revenge fuel to go after stone cold .

On the back of Ric Flair taking the WCW title to WWF with him in 1991 the legalities brought in meant no one could do that anymore, that’s why Bischoff even said he couldn’t have let Bret Hart display the WWF title on screen in 1997 so neither Punk or Benoit could have done it without them and their companies being sued
I remember reading way back at the time this storyline was going on that they were thinking of going with Don Callis (The Jackyl) as the higher power. Remembering back, he WAS the one who put the Acolytes together originally, so it would make at least a little bit of sense.
Shawn and HHH will have they're feud anyway but HHH as face and HBK as heel as a DX vs NWO storyline because they already was planning in that way but Nash got injured , Scott was fired and The stable was water down as hell but they still plan to have Triple H as face but he din't want to be a face because he like more being a heel and HBK was over in that time so they haved like they did it.

Adam Blampied actually did a "How WWE should have booked" video in 2016 about Jake Roberts being the Higher Power and how the storyline would have played out had Adam booked it. You should give it a watch because it's so good.
I think the name that no one considers but should have for the higher power is Michael Hayes. He was with the company and still had some matches with Edge and Christian. He also made sense as he was interviewing Austin when he did his 3.16 promo. Could have used that blasphemy as a reason for him to hate Austin and Vince for selling shirts to commemorate my most embarrassing moment in pro wrestling. This is why i went to the undertaker etc. Michael had mic skills enough to pull it off and referencing his freebird legacy he could have faced austin and Vince with two other ministry members that could have carried the match making it a handicapped tag match.
What if AJ Styles was the one who got eliminated first on Smackdown Live instead of Ambrose At Survivor Series 2016? Would Dean still get eliminated before Seth and Roman ? Or would he possibly eliminate both of them ?
Although Vince being the higher power of the ministry and the new corporation was really confusing, it created some plot holes in the storyline and it also undid some things between Undertaker and Vince as Vince at first was the victim of the Undertaker's unholiness and dark magic and then Vince himself turns out to be the guy who told the Undertaker to do that to him so they could execute a weird plan of luring and screwing stone cold and fool the audience. But still in my opinion, no one fits in the role of the higher power better than Vince. And Vince who is of course the evil puppeteer/owner of the WWE himself, he is the only one I can see the supernatural lord of darkness Undertaker himself working for.
I heard rumour that it was supposed to be Mankind. That would have made sense given that Mankind and The Undertaker knew each other through their feuds, or flopped like Ahmed Johnson in the Nation. Put it this way, Jeff Jarrett would have been more believable than Mcmahon in this storyline.
They missed a _huge_ opportunity by not having Stone Cold & McMahon join forces-and setting up the final battle between good and evil. WrestleMania 3:16
