今回は全世界を舞台に繰り広げる3D視点で展開される公道レースゲーム。コースは全部で30あり、プレイヤーはそれぞれ特徴のある8台の車の中から選択しゴールを目指す。前作「ターボアウトラン」では廃止されたコース分岐が復活し、各国に合わせ背景もさまざま変化する。また、プレイ中いつでも好きなときにBGMを変更することが出来るようになっている。最大8人までの同時対戦も可能。

Between 1 and 8 players (the latter requiring the use of link-up cabinets) compete in this colourful update of the 1986 classic, "Out Run". Out Runners features the multiple routes of the original but this time includes a large number of selectable vehicles; each of which poses different strengths and weaknesses, such as higher speed or better handling. Out Runners captures of the spirit of Out Run adding characters, humour, numerous selectable soundtracks (including a radio broadcast of the race by Jake Elwood) and a seamless driving experience barely interrupted by crashes.

Even if titlescreen says 1992, OutRunners was released in May 1993 in Japan.
The name of the DJ (Jake Elwood) is a combination of the names of the main characters (Joliet 'Jake' and 'Elwood' Blues) in the 1980 film 'The Blues Brothers'.
"Magical Sound Shower", "Passing Breeze" and "Splash Wave" are the original Out Run soundtracks that can also be found in 'Out Runners' - albeit in 'enhanced' form. Out runner's creators, The AM2 group (led by Yu Suzuki) also created these other famous Sega games :

Toshiba EMI released a limited-edition soundtrack album for this game (Virtua Racing & Out Runners - TYCY-5365) on 15/12/1993.

Out runners is ABSOLUTELY outstanding with ABSOLUTELY AWESOME graphics
And Fast and Furious gameplay that is totally Breathless

It's funny because he only says that if you're in last place, but since he's playing by himself...
Seems like there was a QA oversight somewhere: the game doesn’t have a way to distinguish “CAR_FIRST” and “CAR_LAST” when there’s only one player, so it plays that nonsensical message - and since it presumably runs a check every “x” frames, it plays the message *constantly*.
Good game, annoying bug.
The first time I beat the game with the Road Monster, (AKA the 1959 Cadillac El Dorado) I drove to Australia.

These games have many frames for the car but when playing with a digital input you'll miss out on that. With an analog joystick you can steer more precise ofcourse but it shows off al the frames

この2つのゲーム会社だけは ドリフト的な レ－スゲームを作るのに こだわりがあった
例えばですが 車の 動きを実際の車として 動かすと ゲームとしてではなくて とても スピーディな 展開にならずに
操作性も 悪くなって 見た目に 硬くなる全体的なバランスになってしまう
ゲームとしてみると 面白くなくなるから それを面白くしようとすると 固くならずに 流れるような 風景と 曲がりうねった道を 滑るような車のゲーム性が ないと 面白くなくなる
プレイステーション②でも グランツーリスモなど 実際の車の動きを再現しての ゲーム性が スピーディなゲームの展開を潰すという
そのため
そのゲームの独特な ル－ルに則ったゲームのデザインというか 味付けが その当時は 大事だった
KONAMIもウェックルマン２４などもある
タイトーは 追跡型の パトカーで追いかけるやつを作ってたが SEGAや namcoの カ－ブを 曲がってるというような Ｇが掛かってるような特性を ゲーム表現するのは まだまだ難しい時代でした

And that's why people shouldn't tune to the MRS Station, it's like NAVI or the Mark Kart GP Arcade Announcer, annoying and want to turn it off.
